The things I would check would be:
Are the graphs actually in /var/www/cgi-bin/images/AMPATH_Research/ but 
unable to be loaded by apache?
If not:
Are the graphs being created by create_report (into whatever you set for 
graph_dir) but not being transferred to the web server?
If not:
Is create_report giving any sort of errors when it's run?
If not:
Is there actually data in the RRDs?
