[Scamper-dev] skdriver documentation

I've added lots of documentation of individual functions to
cvs:skitter/apps/skdriver/skdriver that you may find useful for the code
review.  In particular, see the comments at download_list_updates() for
documentation on the per-list manifest file.  Besides containing a simple
catalog of the files making up a list, the manifest also contains "action
directives".  These directives are now documented.

Grab skdriver with the tag code_review_ready_20040609.

However, for the code review, please bring a printout of the files tagged
with code_review_ready_20040603, so that all our line numbers will match
up.
