Just some comments:

 1. The web page suggests scamper will do MTU discovery for both IPv4 and
    IPv6.  Is this correct for IPv4?

 2. The text "release the code into the public domain" may need to be
    changed depending on the scamper license.  A release under the GPL,
    for instance, isn't releasing into the public domain, so we should
    probably say "release under an Open Source license" (or the name of
    the actual license, if we know it already).
