scamper:
* when running with privsep, have the child process become the
  unprivileged process.  the parent process continues to run as the
  user that started scamper, and is the process that should receive
  signals.  previously, the child process was the process that could
  receive signals from the user that started scamper.
* remove "get pid" non-feature from scamper control socket
* make ipfw code work on FreeBSD 15

libscamperctrl:
* factor out duplicate code in scamper_ctrl_wait, put per-platform
  code in helper functions
* have fd_write() loop on tx queue when scamper_ctrl_wait is called,
  instead of sending one item from the top of the queue.
* bump library version

sc_hoiho:
* fix typos.
* for asnames dictionary file, skip over empty lines, reject malformed
  lines, strip whitespace.
* update FNU code to process new class quantifiers added since 2019.
* options processing:
  - do not accept -r <regex-str> with -O learngeo.
  - require -O learngeo with -f / -l
  - sanity check -r <regex-str> input
  - do not allow -l 0
* exit with a message if -D was provided but there are no routers
  in specified domain
* lint manual page

sc_rxifd:
* remove bioaddr_from_sockaddr, silencing gcc false positive

sc_radargun, sc_tbitblind, sc_tbitpmtud:
* convert to libscamperctrl

sc_uptime:
* convert to libscamperctrl
* update examples in man page to match code
