For some reason it is trying to install it in a "directory" which is
actually your perl binary.

You should be able to copy everything in the
blib/lib/Chart tree
into
/usr/lib/perl5/5.8.1/site_perl/5.8.1/Chart/

I'm not sure why the script didn't decide to put it there, itself.
