[Coral-dev] minor bug report of coral-3.5.1-public

1. While compiling libsrc/CAIDA/AppPorts.cc,
   "rule_type" private error.
   In libsrc/CAIDA/Ruleset.h,
   line 81 (typedef rule_t<DATA> rule_type;)
     is moved below line 83 (public:).

2. Both --configfile and -f options of t2_report do not seem to override
   the ~/.Coral/t2_report.conf option.
